New Foal and Owner Registration Rules

In a move to safeguard the integrity of racing and enhance the industry's commitment to animal welfare, Racing Australia has introduced national rules that require unnamed horses and their owners to be identified and subject to the Australian Rules of Racing.

This means a foal will not be accepted into the Australian Stud Book unless Foal Ownership Declaration Forms have been submitted by all beneficial owners.

Horses Gaining an advantage at the start

It is necessary to have flexibility within the rules to enable the stewards to declare a horse which obtains an unfair start a non-starter, rather than for the focus to be on the horses which were disadvantaged at the start (or for the race to be voided).
