SUPPLEMENTARY REPORT

QRIC Offices 10/6/2021 - From Ipswich Turf Club – 4/3/2021 – Mr Terry Lillis

Stewards today concluded an inquiry into a wagering report from QRIC betting analysis relating to the betting activity of owner Mr T Lillis on Race 5 at the ITC meeting on 4/3/2021. After considering the evidence, Stewards issued a charge under AR237(3) which reads:

AR237 – Prohibition on persons laying horses
(3) An owner or nominator must not lay any horse that is or may be entered by that owner or nominator or that person’s behalf, provided that a bookmaker may lay a horse in accordance with the bookmaker’s licence.

The particulars of the charge being that in Race 5 at the ITC meeting on 4th March 2021, as the owner of KAARCHI, he did lay the mare.

Mr Lillis pleaded guilty to the charge and provided submissions on penalty. In determining penalty Stewards were mindful of the circumstances of the matter, his guilty plea, admissions from Mr Lillis that he had been warned on several occasions prior, and that any penalty must act as a deterrent for similar conduct. After taking into consideration these factors, Stewards determined the appropriate penalty to be a fine of $600.

Mr Lillis was advised of his rights to an Internal review.
