Bundaberg Greyhounds

Date: Monday, 16 December 2019

Track: Good

Weather: Fine

Stewards Panel: S. Kearney (Chairman), R. Doss

Officials: A. Thomas (Veterinarian), J. Randle (Judge), A. Whitby (Starter), W. Michalak (SCO), J. Horton (Lure Driver)

General:

Prior to kennelling Stewards received reports from the Integrity Investigations Team (IIT) regarding items found to be in the possession of licensed trainers Ricky Hassell and David Raines.

During an Inquiry with Mr Hassall it was established that he was in possession of an unlabelled bottled containing an unknown substance. The bottle, found within his vehicle, was seized and sent for testing. The inquiry was adjourned pending the outcome of this testing. Stewards were satisfied that the substance within the bottle had not been administered to the greyhound Longshot Larry and permitted it to compete in its event. A pre and post-race sample was collected from Longshot Larry.

During a separate inquiry with Mr Raines it was established that a used syringe was found within the trailer used to transport greyhounds trained by Mr Raines to the venue. In considering all the evidence, Stewards were comfortably satisfied Mr Raines had administered an unknown substance to the greyhounds Rule The Road and Enough Knowledge. Mr Raines was issued the following 2 charges:

Charge 1: GAR84B(1) – Mr Raines, as a licensed trainer, on 16 December 2019 did have in his possession a syringe within the trailer used to transport greyhounds to the Bundaberg Greyhound Racing Club.

Mr Raines pleaded not guilty to the charge. After considering all the evidence Stewards formally found Mr Raines guilty of the charge.

Charge 2: GAR83A – Mr Raines, as a licensed trainer, on 16 December 2019 did administer a treatment to his greyhounds Rule The Road and Enough Knowledge on the day when those greyhounds were engaged to compete at the Bundaberg Greyhound Racing Club.

Mr Raines pleaded not guilty to the charge. After considering all the evidence Stewards formally found Mr Raines guilty of the charge.

In assessing penalty Stewards considered the length of time Mr Raines has been in the industry, his not guilty pleas, he had no prior breaches under a similar rule, and the need to maintain the integrity of greyhound racing and keep a level playing field for all participants. For the first charge, Mr Raines was issued a monetary fine of $500 with $250 wholly suspended for a period of 2 years pending no further breaches of a similar rule. For the second charge, Mr Raines was issued a monetary fine of $500 with $250 wholly suspended for a period of 2 years pending no further breaches of a similar rule.

Acting under the provisions of GAR 84B(2) the greyhounds Rule The Road and Enough Knowledge were withdrawn from their respective events and samples were collected from the greyhounds for further testing.
