General: Following the all clear being given for Race 5 Stewards identified a discrepancy in the official minor placings. In accordance with GAR 116 Correction after All Clear this matter will be referred to the Chief Steward to conduct an inquiry.
Supplementary Report 5/12/2025
The Chief Steward was referred for inquiry the circumstances of the All Clear for race 5 at Capalaba on Wednesday, 3 December 2025, where a potential error was made in respect of the declaring of an incorrect finishing order. On Thursday, 4 December 2025 the Chief Steward interviewed the Steward-In-Charge (‘the Steward’) and Official Judge for the relevant Capalaba race meeting.
The following was established: · The Steward, who was present in the viewing tower during the race, notated draft placings as the greyhounds passed the winning post, those being 8 - 1 - 4 - 7. · The Steward, observing there was a close margin between the 2nd and 3rd placings, viewed the photo finish prior to the placing numbers being semaphored. · The Steward, upon observing the first placing being semaphored, and the winning time for the race being displayed, then exited the tower and proceeded to the Stewards Room to review the race replay, prior to all placings being semaphored by the judge. · After the Steward exited the tower, the Judge semaphored the numbers of 8 - 4 - 1 - 7. · The review of the race replay by members of the Stewards Panel was conducted in accordance with established protocol, with the TAB being notified on the notated numbers for the All Clear, being 8 - 1 - 4 - 7. (The error) · After the All Clear was given, the Judge made the Stewards Panel aware of this discrepancy. Upon review of the photo finish the Stewards Panel then ascertaining an error had been made then contacted the Chief Steward to report the matter. The TAB was also notified at this time.
Chief Steward’s determination:
· The Chief Steward has subsequently received the photo finish file and reviewed the placings. · The Chief Steward has determined that a mistake was made with respect to the official placings constituting All Clear and therefore acting under the provisions of Greyhounds Australasia Rule 116 (1) order the placings be officially amended to 8 - 4 - 1 - 7, for race 5 at Capalaba Greyhound Racing Club on Wednesday, 3 December 2025. · Further, the Chief Steward orders that prize money be determined based upon these corrected placings; GAR 116(3). The provisions of GAR 116(2) make clear that this correction shall not have an effect on betting transactions, which must be settled based on the finishing placings existing at the time the All Clear was announced, being 8 - 1 - 4 - 7.
All Clear process review and changes:
· The Chief Steward has reviewed the circumstances of the mistake at Capalaba on 3 December 2025 and the processes by which the All Clear is announced. · The following steps have been instructed to the wider Stewards Panel to ensure future occurrences are adequately mitigated. 1. Placings are to notated in the racebook. 2. Those placings are to be cross-checked with the Judge immediately after the race, and the Steward must not leave the viewing tower until all placings are semaphored. 3. A review of the race is conducted and then a final check with the judge is made prior to the All Clear being notified. · The Chief Steward will further recommend to the Capalaba Greyhound Racing Club that a secondary monitor is installed in the Stewards Room that displays the photo finish and semaphored numbers, as is currently done at The Q. |
