Shifted out under pressure leaving 150m. When quest re tactics, particularly in middle stages, Rdr stated instructed to race in forward position-said mindful another runner would also be in a forward position & would most likely lead-added not aware of margin established on rest of field in middle stages & in hindsight, should have restrained earlier to allow other runner to progress forward. Stewards agreed should have begun restraining earlier than did. No direct action taken.
