GENERAL
Following the last race, Stewards delilberated on a complaint made by Mr A. Gamble against bookmaker Mr P. Kynoch in relation to the acceptance or otherwise of a bet in Race 5 at Toowoomba this evening. On the evidence, Mr Gamble alleged that he had claimed Mr P. Kynoch for the odds of $1000 to $300 on No. 5 SIGNIFICANT CHOICE at the odds displayed of $4.20. Mr Kynoch tendered evidence that just prior to Mr Gamble's approach, he accepted a $200 each-way wager on SIGNIFICANT CHOICE at $4.20 and immediately reduced the horse's price to $3.20. Mr Kynoch submitted that at this point he advised Mr Gamble that his bet had not been accepted at the odds of $4.20 but he would offer the odds of $1000 at $3.20. Mr Kynoch stated tht Mr Gamble refused this offer and insisted on being given odds at $4.20. During this process Mr Gamble placed three 100-dollar notes at the clerk's table of Mr Kynoch's betting stand and the money remained there until the dispute was brought before the Stewards. At the conclusion of the evidence Mr Kynoch was reminded that he is obliged under the Rules to bet any person the odds to lose $1000, however as the betting ledger supported Mr Kynoch that a $200 each-way wager was placed at odds of $4.20 and the next bet written in his ledger was a $5 bet at the odds of $3.40, Stewards were satisfied that doubt existed as to whether a bet had been accepted by Mr Kynoch at the odds of $4.20 and therefore were unable to satisfy themselves that a wager on the said horse had actually been accepted at agreed odds. In the circumstances Stewards decided to take no further action and ruled that the $300 placed by Mr Gamble on the table of Mr Kynoch's stand be returned to Mr Gamble.
