Course Overview

This qualification represents the responsibilities of professionals working in regulatory and integrity roles across the greyhound, harness, and thoroughbred racing sectors. It encompasses the duties of stewards, specialist investigators, and other integrity personnel who require in-depth knowledge of racing rules, administrative law, industry protocols, animal welfare standards, safety procedures, and duty of care obligations.

To perform effectively in these roles, individuals must demonstrate the following:

  • strong organisational abilities, critical thinking skills
  • the capacity to interpret and apply racing regulations and legal frameworks to a range of situations - whether routine, non-routine, or complex.

There is no specific licensing, legislative, or certification requirements associated with this qualification.

The competencies developed through the units included in this qualification are applicable to all three racing codes: greyhound, harness, and thoroughbred. Therefore, when assessing performance criteria, they will be contextualised to the relevant racing code.

Key responsibilities

  • Enforce racing regulations by monitoring compliance across race-day operations and industry activities.

  • Full Time: 12 months

Entry requirements

Greyhound, harness and thoroughbred racing codes are strictly regulated throughout Australia. Individuals undertaking this qualification must meet the requirements of the relevant Controlling Body or Principal Racing Authority. Users are advised to check with the relevant authority for current requirements.

IMPORTANT TO NOTE

This program provides hands-on industry experience for individuals currently engaged under the Queensland Racing Integrity Commission (QRIC). Applicants not yet involved in an approved racing environment are encouraged to contact the Racing Queensland Education Department for further information.

This qualification is designed for individuals pursuing careers in regulatory and integrity services within the racing industry, covering the greyhound, harness, and thoroughbred codes.

Industry-Focused Training

It Includes substantial on-the-job and practical training, essential for developing competent cadet stewards who can effectively contribute to maintaining the integrity of horse racing.

Equips learners with the skills to maintain integrity, safety, and compliance across racing operations.

To achieve this qualification, competency must be demonstrated in 18 units of competency: 4 core units plus 14 elective units.

Fees

Traineeship Eligibility: You must already be employed to enroll as a trainee with Racing Queensland. Speak to your employer about choosing Racing Queensland as your Supervising Registered Training Organisation (SRTO).

Cost: Eligible apprentices and trainees that meet the Queensland state funding requirements will be charged a set fee per nominal hour. These fees are calculated at a regulated rate.

Concession rates apply for students who hold a current Health Care Card or who identify as Aboriginal or Torres Strait Islander.

Non-funded trainees will be charged a fee for service costs. These will be confirmed prior to the commencement of training.

Information regarding costs will be outlined on the agreed training plan which will be provided to the employer and apprentice or trainee at the time of induction.
